NPACH Board Member Address Congressional Progressive Caucus2004 Legislative and Policy Agenda Discussed
WASHINGTON, January 13, 2004 - NPACH board member Barbara Duffield addressed Congressional Progressive Caucus staffers at their annual retreat on Tuesday. Ms. Duffield presented NPACH's 2004 legislative and policy agenda, including the Bringing America Home Act (H.R. 2897) and the National Housing Trust Fund (H.R. 1102). She also spoke to staffers about the impact of homelessness on children's well-being and development, and urged appropriate Congressional action across housing, education, and health programs. Ms. Duffield was joined by Bernard Fulton of the The Council of Large Public Housing Authorities (CLPHA), who briefed staffers on housing issues, in particular the Section 8 funding crisis.
Duffield, who also serves as Policy Director for the National Association for the Education of Homeless Children and Youth (NAEHCY), remarked that "The Progressive Caucus retreat offered a wonderful opportunity to introduce the work of NPACH and NAEHCY, and to present grassroots, locally-informed recommendations on federal homeless policy."
